Vic Cooper was a drifter, small time thief, and sociopath. When a supposedly easy cat burglary went wrong, leaving a family dead, Vic found himself the target of the largest manhunt in New Mexico's history.

Cornered in an electrical substation, Vic made his stand and wound up electrocuted...or so the authorities thought. Vic woke up in the morgue imbued with amazing power. He became a living EMP blast.
He often partners with Jailbreak and Heatseeker.

Notes: Another teenage creation of mine. The hardest parts of this one were the yellow fringe and finding the right blend for the electricity in his hands.

I used this image http://library.thinkquest.org/J001647F/images/static.jpg

I then rotated copied it several times and blended them together using various methods. Color burn was one, and I believe, Darken was another popular one.
