Well, yeah... but look at it from the movie makers point of view. Do you have any idea how hard it is to make a guy in a biker outfit, and a flaming skull look anything but lame in daylight? 
People wouldn't be scared, they'd be like "dude, your head is on fire" or "are you a member of the new village poeple, or something?"
My only problem at this point is the silly little chain he has hanging over his shoulder. I say, either go all out retro with the outfit...(which would fit the actor).... or go over the top with it, and make it really freaky.
