I don't do commissions... Hell, I don't even do art anymore.... 
But yes, if you want something done you need to do the leg work. LIke Chilly said, email artists you like. You never can tell, you might find someone that is willing to do your image just to see how it turns out. Or they might do you r image just to practice. Who knows. But yes, do not sit on yout thumbs and wait. Get busy working to find an artist.
