Though I'm probably not the best qualified to comment on photomanipping or coloring (though I've done my share in my 3D work), I think all of the aforementioned techniques apply although I find desaturate, brightness and contrast, then burn and dodge touch-up applied to the selected areas might work well for these particular circumstances.
