If you're doing Barbara Gordon - go with Bio & WinterHawk suggestions. If you start w/ a blond or brunette - make sure the hair can be easily selected and tinted. If you're doing BG w/ a full head mask, then you can pick the best face you like (and either Frankenstein a mask or draw it) and then add the best hair (then it's easy to add a selected piece of tinted hair without worrying about the merge into the face).
For the body, I always like an athletic figure - so a lot of clothing, swimsuit, or movie models are too slim - and I don't like bodybuilders. I frequently Frank the body parts and manipulate it until I get the look I want (Ice skater/ chorus line type).
On Spandex look, I temporarily "import" some spandex material; color it; clone it onto the body; and then delete the inport.
