They just let Loki go after he ruined a city.
The Hulk had no real story reason for being in the movie except to make him an Avenger.
The way the Hulk was recruited was pretty lame. What's Banner's motivation again? How many times has he been lied to and he just says, well okay. And that's that.
Loki is a God ... demi-god, but his revenge was only concentrated on a single city whereas Red Skull's vengeance was focused on world domination... doesn't make sense.
Would Thor falling to Earth have killed him? No. What was the threat of the cell? It didn't even graze Hulk. Lame threat. I'm not even sure why it would have threatened Loki.
Loki has shown the ability to mirror himself before... Thor forgot this? Doh! I walked into the cell - you fooled me, brother.
The thing is, Captain America, Thor and Ironman movies all were written better than the Avengers movie. It has so many lazy writing errors in the story.
It could've been a lot better - demand more
