Click the Fan Fiction link in the main menu. That will take you to the Fan Fiction section. Then take a look at the main menu again, it will have changed. Listed below Fan Fiction you will see a link "Submit News". That will take you to the app that allows you to submit your story.
If you are trying to upload an image to the galleries just click the "Add Photo" button.
