Jim Gordon is a good cop in a city full of corruption. He realizes that conventional police action won't help end the plague of crime that sweeps across Gotham. He reluctantly turns to the Batman for help. Batman informs him that to clean up a city that likes to get dirty, going by the book doesn't always work.
