yes and no. the rank was cobra commander, baroness & destro (in that order). baroness was the 1st person to see what cobra commander really looked like, and had an affair with him before falling for destro. then it became cobra commander, destro & baroness for the cartoon series. when destro left to form his iron brigaders, baroness went to 2nd in command in the cartoon.

serpenter was always in the flux. he had his own section of cobra that didn't include cobra commander or the baroness. he was a crazy int he cartoons and a business man in the comics. the chain of command for that sect was serpenter, dr. mindbender & zartan in both the comics and in the cartoon.
