After the original Captain America was killed in World War II, a new Captain America was created in the 1950's.  Using a combination of surgery, cloning and blood samples of Steve Rogers turned the Nazi called The Grand Director into Captain America.  This already mentally unstable character became a major threat to America as he believed (and still believes) himself to be the original Captain America, Steve Rogers.  Now he's back from the dead and being used and manipulated by the Red Skull and A.I.M. to bring America down from the inside out.
