I don't think that it's a notepad, I'm 90% sure that it's the handle on the lantern/power battery for the ring that's hanging off of the batarang. As for him not finishing the leg perhaps it was just drawn that way.

Very nice pic, and well colored. And I always love seeing catwoman.
Now on to the nitpicking
1) why did you color the note-pad blue? That IS a note-pad up there at the top of the 'bag', right?
2) You really should have taken the liberty to finish her leg, so it doesn't look like it is cut off.
