El Borincua and El Cubano, the Caribbean super-soldiers who are against the American registration act but members of S.H.I.E.L.D. who are exempt from registration because they are not Americans. One is Puerto Rican and the other is Cuban.

Despite the fact the Puero Rico and Cuba are at constant odds, they are part of a peace tready to police the two islands; getting the jump on the South American super soldier program.
