Is she a villain? Is she a hero? It depends on her mood. When she's good she's real good, when she's bad she's better.
The Enchantress was empowered by a an unknown magical being to fight against evil. Even though she was destined to be a hero, the Enchantress played the role of villain for decades. In fact the Enchantress was one of the silver-age supergirl's arch-enemies.
The Encantress first appeared in Strange Adventures # 187
