Vic Cooper was a drifter, small time thief, and a sociopath. When a cat burglary went wrong, leaving a family dead, Vic found himself the target of the largest manhunt in New Mexico's history.

Cornered in an electrical substation, Vic made his stand and wound up electrocuted...or so the authorities thought. Vic woke up in the morgue imbued with amazing power. He became a living EMP blast.
He often partners with Jailbreak and Heatseeker.
