Mages are quite common place these days, though licensing, energy signature scanners, and strict enforcement have made them less of a mystery. To practice magic professionally requires several years of schooling and a degree in Archaic Science additionally to teach magic requires a permit and an Associates Degree in Teaching. The scientific precision of Magic initially astounded scientists who thought it the fanciful imaginings of the barbaric and superstitious. Imagine their surprise the day it was publicly acknowledged as a legitimate field of scientific study. Magic is not chaotic as it turns out and when used properly has very regular and predictable results.  Currently the study of magic is a pre-requisite to anyone wishing to have a career in any field of scientific study.  Through scientific research in modern times the effectiveness of spells has increased greatly the four greatest colleges currently teaching magic are located on earth and not surprisingly consist of Harvard, Princeton, Yale and Columbia Universities.

Um there's no techno to this mage (kinda the point) although there is a sci-fi setting (also kinda the point) as for the governing of magic...I actually wanted to do that to make it seem more commonplace and to take the "Mystery" out of it. This was because I needed it to be accepted by the common populace as something that just is. I intend to create whole worlds where magic is so commonplace that it has replaced technology as the catalyst for the planet's social and economic evolution. The only downside is that the manufacturing industry would primarily create and distribute magical items...sounds great right? No need for batteries for sure but then when you start thinking in weapons manufacturing it becomes problematic because inevitably players want those items. Controlling the flow of magic becomes more of a matter of controlling how powerful the magic in question is. I digress, there is a technomancer coming...in my next image.

Yeah, it's pretty amazing looking alright. Character, clothes, props, set, lighting all look excellent and come together well. I like the techno-mage theme. Interesting description as well. Really made this whole thing bounce around in my head a while considering meanings. Don't terribly like the idea of magic being just another homogenized commodity controlled by the ivy league but certainly an interesting concept.
